Mayo rompe récord de homicidios
Se registran 2,963 homicidios dolosos.
Ciudad de México. – En mayo se registraron 2 mil 963 homicidios dolosos en México, esta es la cifra más alta desde julio de 2020, de acuerdo con datos del Gobierno de México.
Además, el total de homicidios dolosos en México durante los primeros cinco meses del año es de 14 mil 243.
En tanto, Rosa Icela Rodríguez, secretaria de Seguridad y Protección Ciudadana (SSPC), expuso este lunes que en enero a mayo del 2021 hubo una disminución de 2.9 por ciento en contraste con el mismo periodo del año anterior.
En cuanto a entidad federativa, seis estados del país concentran el 50.4 por ciento de las víctimas de homicidio doloso.
La funcionaria federal detalló en la ‘mañanera’ que Guanajuato, con mil 545; Baja California, con mil 341; Jalisco, con mil 095; Estado de México, con mil 084; Michoacán, con mil 084; y Chihuahua, con mil 027; son los principales estados que acumulan las cifras más altas de estos delitos.
“Se ha contenido la tendencia al alza del homicidio doloso desde el inicio de la actual administración”, indicó.

El Cártel Inmobiliario del Clan Zayún
Se han convertido en dueños del sindicato del Monte de Piedad de donde han obtenido propiedades en cientos de millones de pesos

CIUDAD DE MÉXICO, noviembre 03 (XPFM).- El secretario general del Sindicato Nacional de Empleados y Trabajadores del Nacional Monte de Piedad, Arturo Zayún González, y dos de sus hermanos, amasaron una fortuna inmobiliaria de casas-habitación, residencias , locales comerciales y fincas con un valor superior a los 300 millones de pesos.
Con más de 25 años al frente de la organización sindical Arturo Zayún se ha hecho de una fortuna inexplicable, con la adquisición de al menos 17 propiedades en San Luis Potosí y Quintana Roo, la cual logró construir con la complicidad de sus hermanos Roberto y Gustavo Zayún González.
Durante una segunda investigación de XPECTRO FM, se descubrió que el líder gremial adquirió su red inmobiliaria, en la mayoría de los casos, con pagos realizados en efectivo y con una valuación menor del verdadero costo de las propiedades que hoy forman parte del patrimonio del Clan Zayún y que constituyen una simulación de compraventas.
La compra de diez propiedades a nombre del secretario general del sindicato y ocho adquiridas por sus hermanos, evidencian no sólo el uso de efectivo, sino la falta de declaraciones fiscales que refuerzan la hipótesis de una evasión sistemática y de graves irregularidades.
Las investigaciones encontraron que, al igual que otros líderes sindicales en México, la gestión de Arturo Zayún está marcada por decisiones financieras con mecanismos poco transparentes y que le han permitido adquirir propiedades inmuebles, realizar negocios con opacidad y un nivel de vida superior al que debería tener.
Además de su función sindical, Zayún González aparece vinculado con negocios paralelos y familiares.
Adicionalmente a la joyería que se dio a conocer en el reportaje anterior (https://xpectrofm.com/se-empena-lider-del-sindicato-del-nmp-en-realizar-operaciones-sospechosas/, se descubrió un nuevo negocio de compraventa de oro, ubicado a una cuadra de una sucursal del Monte de Piedad, llamado Presta Express.
El flujo de efectivo no declarado ha permitido a dicho líder sindical, quien mantiene una huelga de más de dos mil trabajadores en 300 sucursales del Monte de Piedad en el país, la presunta triangulación de recursos hacia propiedades y cuentas personales.
La fortuna inmobiliaria del cacique sindical
En una primera entrega de la investigación periodística, se habían descubierto seis propiedades a nombre del líder sindical; sin embargo, al ampliar la búsqueda en registros públicos, documentos notariales e información del Servicio de Administración Tributaria (SAT), se encontraron cuatro bienes más de alto precio.
Se trata de un esquema de adquisición inmobiliaria bien establecido por el Clan Zayún que les permitió amasar una fortuna de más de 300 millones: las primeras seis propiedades detectadas con un valor superior a los 70 millones de pesos y las cuatro encontradas recientemente por más de 200 millones de pesos.
Los documentos oficiales demuestran que el 30 de marzo de 2012 el dirigente gremial adquirió en el Club de Golf Campestre de San Luis Potosí un inmueble de 540 metros cuadrados con un valor declarado de 2 millones 671 mil 425 pesos, cuyo pago realizó en una sola exhibición.
Sin embargo, al hacer una revisión de propiedades en la zona, se encontró que, en lugar de los 2 millones 671 mil 425 pesos que pagó, el inmueble tiene un valor real estimado de entre 17 y 49 millones de pesos.
Un año después, el 21 de mayo de 2013, adquirió en el Fraccionamiento Matamoros, también de San Luis Potosí, un inmueble de 280 metros cuadrados, con un valor declarado de 560 mil 700 pesos con pago de contado.
Ese mismo año, pero el 23 de diciembre, compró en Villas del Pedregal, de ese mismo estado, un inmueble con una superficie de 300 metros cuadrados por un monto declarado de 960 mil pesos, pagado con dos cheques: el Santander número 002316 por 560 mil pesos y el Banamex número 001426 por 460 mil pesos. Los pagos fraccionados en dos partes se realizaron en un lapso de 48 horas entre uno y otro.
Para octubre del año 2018, el líder de los trabajadores del Monte de Piedad adquirió en el residencial Playacar, en Playa del Carmen, Quintana Roo, un condominio de 450 metros cuadrados por 2 millones 500 mil pesos, los cuales fueron pagados en una sola exhibición con una transferencia de Banamex a Santander.
El inmueble, de acuerdo con testigos, es la casa de descanso de Arturo Zayún y personas cercanas, y la operación no se encuentra reflejada en los ingresos declarados ante el SAT.
Los informes detectaron que el 6 de enero del presente año se hizo de dos lotes para uso habitacional de 410 metros cuadrados en Villa Magna, San Luis Potosí, con un monto declarado de un millón 824 mil pesos, cuyo pago se realizó por medio de una transferencia de Santander a Banorte hecha el mismo día de la escrituración.
De acuerdo con peritos fiscales, el valor estimado de este inmueble rondaría entre los 5 millones 500 mil pesos, al menos cuatro veces más de lo declarado por Arturo Zayún.
Otro inmueble adquirido está en la calle Damián Carmona, en San Luis Potosí, tratándose de un local comercial con licencia de vinatería, pero que opera como tienda de joyería.
El monto de compra no se especifica en documentos del ejercicio fiscal 2011, pero tiene licencia activa de uso de suelo desde 2015. Este negocio está vinculado a la compra y venta de oro.
Al ampliar la investigación sobre su fortuna inmobiliaria, el equipo de XPECTRO FM encontró cuatro nuevas y lujosas propiedades, entre ellas otra en el Club de Golf, con un valor de entre 40 y 60 millones de pesos, así como una finca de descanso con alberca.
El 26 de febrero de 2016 compró en el Club de Golf Campestre de San Luis Potosí una propiedad de 375 metros cuadrados por un monto declarado de 4 millones 600 mil pesos; sin embargo, el valor comercial estimado se ubica entre 40 y 60 millones de pesos.
Además de la valuación menor con la que declaró haberla comprado, quedó registrado ante el Notario Público Núm. 20, Guillermo Delgado Robles, que la compra la realizó de contado.
En los años 2003, 2004 y 2009 realizó tres operaciones para la adquisición de mil 350 metros cuadrados en el Fraccionamiento San Miguel de la Colina, en San Luis Potosí, por un monto declarado de 215 mil pesos, cuando en realidad el valor comercial estimado se situaría entre 14 y 17 millones de pesos.
Para ello, realizó tres pagos de contado por 113 mil, 12 mil y 90 mil pesos ante las Notarías Públicas números 5 del licenciado Agustín Castillo Toro y 11 de Bernardo González Courtade.
Actualmente, los mil 350 metros cuadrados forman parte de una gran finca de descanso del líder sindical que abarca casi una cuadra completa, con muros reforzados, cámaras de CCTV, malla de seguridad y alberca.
La exhaustiva búsqueda logró descubrir que el 23 de diciembre de 2013 compró en Villas del Pedregal, de San Luis Potosí, una propiedad de 191 metros cuadrados por un monto de un millón 40 mil pesos, los cuales se pagaron por medio de tres cheques: Banamex No. 000545 por $125,000.00; Banamex No. 000547 por $45,000.00 MXN; y Santander No. 000023 por $870,820.00.
Los pagos fraccionados, registrados en la Notaría Pública número 21 de Gerardo Parra Dávalos, se efectuaron en lapsos menores a 48 horas y la operación fue realizada directamente entre cuentas personales del comprador y los vendedores.
Otra propiedad encontrada en la segunda investigación, fue adquirida por Arturo Zayún el 29 de enero del 2021 en Villa Magna de San Luis Potosí; se trató de 160 metros cuadrados por un monto declarado de 896 mil 800 pesos pagados con transferencia y cheques de Scotiabank con número 1605032180 por 40 mil pesos y Scotiabank por 856 mil 800 pesos.
Hermanos, en esquema inmobiliario
La fortuna inmobiliaria del secretario general de dicho sindicato, fue ampliada con la adquisición de bienes a nombre de sus dos hermanos Roberto y Gustavo Zayún González en un esquema familiar que parece tener el objetivo de encubrir ingresos de procedencia sindical.
Los hermanos llevaron a cabo el mismo diseño del líder sindical y líder del Clan Zayún: uso de efectivo, precios subvaluados, con pagos en efectivo, mismas notarías, montos similares y fechas cercanas, lo que confirmó un patrón de adquisición de propiedades.
Propiedades de Roberto Zayún
La revisión documental, encontró que Roberto Zayún cuenta con tres propiedades en San Luis Potosí, adquiridas de contado en los años 1987, 2018 y 2024 por un valor declarado e más de once millones de pesos, cuando su hermano Arturo aún no era líder del sindicato.
Se trata de una propiedad de 174.40 metros cuadrados en el Fraccionamiento Industrial Aviación de San Luis Potosí, adquirida el 20 de enero de 1987 por un monto de dos millones 800 mil pesos pagados de contado. La operación se realizó en la Notaría Pública número 8 de Roberto Castañón Arriaga.

En agosto del 2018, compró en el Fraccionamiento Las Huertas de ese mismo estado una propiedad de 136 metros cuadrados por dos millones y medio de pesos, los cuales fueron pagados con dos cheques del banco BBVA Bancomer (0012586 por dos millones 300 mil y 0001474 por 200 mil pesos) ante el Notario Público 23, Juan Gerardo Zamanillo Olvera.

Y el 15 de julio del 2024 pagó cinco millones y medio por una propiedad de 250 metros cuadrados en el Conjunto San Rafael de San Luis Potosí, compra efectuada ante el Notario Público Notaría 19, encabezada por Alfredo Noyola Robles.
Para adquirirla realizó, el 27 junio 2024, una transferencia de BBVA a Scotiabank por 590 mil pesos; el 8 de julio efectúo una segunda transferencia por 385 mil pesos y el 15 de ese mismo mes entregó el cheque número 1960 de BBVA por cuatro millones 524 mil pesos.
Propiedades de Gustavo Zayún
En tanto, Gustavo Jorge Zayún González, logró adquirir entre 2006 y 2014 cinco propiedades en San Luis Potosí por casi seis millones de pesos, según consta en los documentos oficiales en poder de XPECTRO FM.
EL 17 de marzo del 2006 compró una propiedad de 200.21 metros cuadrados en el Fraccionamiento Industrial Aviación por 835 mil pesos cantidad proveniente de crédito hipotecario Banamex. La transacción se efectúo en la Notaría Pública 04 de. Octaviano Gómez y Gómez.

El 26 de julio del 2011, pagó de contado la cantidad de 737 mil 476 pesos para comprar una propiedad de 87.50 metros cuadrados Privada Rinconada del Río 15 de la Calle Damián Carmona 1701.

Un mes después de ese mismo año, el 31 de agosto, pagó de contado 416 mil 284 pesos por una propiedad de 305 metros cuadrados en el Fraccionamiento Industrial Aviación, transacción realizada en la Notaría Pública 23 de Juan Gerardo Zamanillo Olvera.
En 2012 -el 3 de diciembre para ser exactos- llevó a cabo otra compra inmobiliaria de 160 metros cuadrados en el mismo fraccionamiento Industrial Aviación, por 626 mil 638 pesos, ello ante el Notario Público 23, Juan Gerardo Zamanillo Olvera.
Y en 2014, en la Zona Centro de San Luis Potosí compró -por tres millones 200 mil pesos- una propiedad de mil 342 metros cuadrados, que en 2021 se adaptaría como bodega o salón de usos múltiples.
Por dicha inmueble entregó tres cheques del banco HSBC: 1695891 (por 800 mil pesos), 1695892 (900 mil) y el número 1695895 por 500 mil pesos.
El patrimonio conjunto de todas las operaciones simuladas entre Arturo Zayún y sus hermanos Roberto y Gustavo, supera los 300 millones de pesos, con operaciones pagadas en efectivo y sin financiamiento.
En la mayoría de las transacciones se detectó el uso de efectivo, lo que hace presumir un posible desvío de recursos sindicales y simulación de actos notariales.
Los negocios con el Deportivo de los trabajadores del Monte de Piedad
De acuerdo a testimonios de trabajadores del Monte de Piedad, a pesar de ya no laborar en la institución, Roberto Zayún continúa como enlace entre Arturo Zayún y empleados, exempleados y gerentes de varias sucursales de la institución.
Asimismo se encontró que Gustavo Zayún tiene nexos con un grupo de proveedores que se dedican a realizar eventos sociales como cocineros, arrendadoras, servicios de caterings, pasteleros, chefs, decoradores, animadores de shows infantiles, grupos musicales y DJ´s.

Una de las acusaciones de empleados en contra de la familia Zayún González, es que rentan de manera indebida las instalaciones del Salón Zafiro dentro de las instalaciones del deportivo del gremio ubicado en la Alcaldía Benito Juárez, en la Ciudad de México.
Trabajadores del Monte Nacional dieron testimonio de que los encargados del lugar, tanto los hermanos Zayún González rentan el salón para fiestas particulares, haciendo un uso indebido de las instalaciones del lugar.

Como se informó en la pasada entrega de XpectroFM, la administración del lugar exige un mínimo de 50 personas para rentar el salón y por cada una de ellas se cobran 525 pesos, siendo los pagos de rigoroso contado.
De esta forma, durante 25 años desde que Arturo Zayún asumió el poder en el Sindicato del Nacional Monte de Piedad, el patrimonio de la familia se incrementó en gran manera, pero sin ir de acuerdo a los recursos percibidos.

Sheinbaum presenta el “Plan Michoacán por la Paz y la Justicia”

Morelia, Michoacán.– La presidenta Claudia Sheinbaum anunció la puesta en marcha del “Plan Michoacán por la Paz y la Justicia”, una estrategia integral que busca atender las causas de la inseguridad en la entidad a través de tres ejes principales: seguridad, desarrollo económico y educación.
Durante su conferencia, Sheinbaum explicó que el plan será construido junto con comunidades, autoridades tradicionales, sectores productivos y sociales, con el objetivo de fortalecer las acciones con la mirada y experiencia de los propios michoacanos.
“Vamos a escuchar a las comunidades, a las autoridades tradicionales, a las iglesias y a los sectores productivos y sociales para fortalecer el plan con su mirada y su experiencia”, expresó.
Eje de seguridad
El plan contempla el fortalecimiento de la presencia de las fuerzas federales —incluyendo la Guardia Nacional, la SSPC y la Seguridad Estatal—, así como mesas de seguridad quincenales y la apertura de oficinas de la Presidencia en Uruapan.
También se propuso la creación de una Fiscalía Especializada en Delitos de Alto Impacto y la implementación de un sistema de alerta para presidentes municipales.
Eje de desarrollo económico
En materia económica, Sheinbaum planteó garantizar seguridad social y salario mínimo a jornaleros agrícolas, además de impulsar la inversión en infraestructura rural y la creación de más Polos de Bienestar para promover empleo y desarrollo local.
Eje de educación
En el ámbito educativo, el plan incluye la creación de escuelas de cultura de paz, un programa de reinserción y atención a víctimas, mesas de diálogo para la paz, así como una beca de apoyo para transporte de estudiantes universitarios.
Asimismo, se prevé la construcción de un centro de alto rendimiento local destinado a fomentar el deporte y la convivencia entre jóvenes.
Con este conjunto de acciones, el gobierno federal busca articular esfuerzos para devolver la tranquilidad a Michoacán, una entidad golpeada por años de violencia y desigualdad.
