Incrementarán las lluvias en Veracruz entre martes y miércoles

Xalapa, Ver.,(SPI).- Inicia la semana con algunas lluvias y chubascos dispersos sobre regiones de montaña; pero a mitad de semana, las precipitaciones tenderán a incrementarse, según informes de la Secretaría de Protección Civil (SPC) de Veracruz.
La dependencia dio a conocer que una dorsal tenderá a debilitarse sobre el noroeste y oeste del Golfo de México durante esta jornada para dar paso el establecimiento de una vaguada con eje sobre el suroeste del mismo golfo.
Lo anterior, permitirá que domine bajo potencial de lluvias en las llanuras y costas, y se presenten algunos chubascos o tormentas aisladas durante la tarde-noche sobre regiones montañosas del norte, centro y alto Papaloapan.
Igualmente, se prevé que aumente el potencial de lluvias entre martes y miércoles en gran parte de la entidad, disminuyendo durante jueves y viernes, pero aumentando nuevamente hacia el fin de semana.
El viento será de componente Este, Noreste y Norte con velocidades moderadas y se intensificaría mañana para alcanzar rachas de 35 a 50 kilómetros por hora (km/h) en costas.
En cuanto al ambiente, dominará cálido en zonas bajas por la mañana y templado a relativamente cálido en montañas al caer la tarde-noche.
Por último la SPC recomendó extremar precauciones por inundaciones pluviales y fluviales, deslaves, derrumbes y deslizamiento de laderas en montañas, vigilar ríos y arroyos de respuesta rápida, entre otros efectos.

Xalapa, Ver.- El ingreso del frente frío número 40 al territorio veracruzano provocará en las próximas horas un cambio significativo en las condiciones del tiempo, con descenso de temperatura, aumento en la probabilidad de lluvias y un evento de Norte que podría alcanzar rachas de hasta 90 kilómetros por hora, de acuerdo con reportes meteorológicos.
Durante las próximas 24 a 48 horas, se prevé que el sistema frontal cruce el estado generando lluvias y tormentas a su paso, con los mayores acumulados en zonas montañosas del norte y sur de la entidad, mientras que en el resto del territorio se presentarán precipitaciones de menor intensidad.
Las autoridades meteorológicas advirtieron que el ambiente se tornará fresco a frío durante las noches y madrugadas, especialmente en regiones serranas, donde también se espera la presencia de nieblas y neblinas que podrían reducir la visibilidad en carreteras.
A la par del sistema frontal, su masa de aire polar impulsará un evento de Norte en el litoral veracruzano.
Se pronostican rachas de viento entre 65 y 90 kilómetros por hora, principalmente en zonas costeras y en sectores montañosos expuestos, condiciones que tenderían a disminuir gradualmente hacia la noche.
El oleaje también registrará un incremento, con olas de entre 2 y 3 metros de altura cerca de la costa, situación que podría representar riesgos para embarcaciones menores y actividades marítimas.
De acuerdo con el pronóstico, las lluvias comenzarían a disminuir el viernes, mientras que entre viernes y domingo se espera una mejoría gradual del tiempo, con ambiente más estable y aumento en las temperaturas máximas.
No obstante, los modelos meteorológicos anticipan que otro frente frío podría aproximarse al estado el próximo lunes 16 de marzo, asociado a una masa de aire frío más intensa, por lo que se mantiene vigilancia sobre su posible impacto en la entidad.
Ante estas condiciones, autoridades recomiendan a la población extremar precauciones, especialmente en zonas costeras y montañosas, así como mantenerse atentos a los avisos meteorológicos oficiales.

Conagua y SESVER monitorean la calidad de las playas de Veracruz
Se visitaron 14 playas de la jurisdicción sanitaria No. 8, la cual compredende la zona conurbada Veracruz-Boca del Río-Antón Lizardo -Alvarado
Veracruz, Ver. – Como parte de las acciones que el Comité de Playas Limpias realiza de manera preventiva antes del inicio de cada temporada vacacional, la Comisión Nacional del Agua (Conagua) en coordinación con la Secretaría de Salud de Veracruz (SESVER) y autoridades ambientales municipales, realizó el monitoreo de la calidad del agua en 14 playas de la jurisdicción sanitaria No. 8, la cual compredende la zona conurbada Veracruz-Boca del Río-Antón Lizardo -Alvarado.
Durante la jornada, personal del Laboratorio de Calidad del Agua de Conagua realizó la recolección de muestras de las siguientes playas:
Playa Anton Lizardo, playa santa Ana 1, playa santa Ana 2, playa tumbao 1, playa tumbao 2, playa mocambo, Playa Gaviota, Playa Gaviota II, playa Pelícano 1, Pelícano 2, Playa La Bamba, Playa José Martí, Playa Villa del Mar ,Playón de hornos, y playa regatas.
Presencia de hidrocarburos en playas de Alvarado
Como parte de la visita de inspección, personal técnico de Conagua, junto con autoridades municipales de medio ambiente y de Protección Civil, se trasladaron a las playas La Caba y La Troche, puntos donde se denunció la presencia de restos de hidrocarburos en las costas de Alvarado, por parte de pescadores locales.
Se observó la presencia de material oleoso con características similares al hidrocarburo y manchas dispersas sobre la arena de entre 3 y 30 centímetros, aproximadamente. Además, se registró su presencia a lo largo de 3 kilómetros, de acuerdo con las autoridades locales.
También, se pudo observar que el agua de mar se mantiene limpia, en su mayor parte; sin embargo, hay pequeñas manchas que se mantienen flotando sobre el agua y que miden 1 centímetro, aproximadamente. Conforme rompen las olas, llegan hasta el área de la playa.
Finalmente, para poder verificar la calidad del agua y constatar que las playas son aptas para uso recreativo, personal técnico de la Conagua trasladó las muestras recolectadas a su Laboratorio Nacional de Referencia, el cual pondrá los resultados a disposición de las autoridades estatales y municipales en un lapso de tres semanas, aproximadamente.
La Conagua continuará colaborando con las instancias correspondientes, trabajando para dar seguimiento a las condiciones ambientales, garantizar un entorno limpio en costas y playas, en beneficio de la población.

Aumenta Congreso penas por abuso sexual

Xalapa, Ver..- La LXVII Legislatura de Veracruz aprobó, con 43 votos a favor, sin votos en contra ni abstenciones, un conjunto de actualizaciones al marco penal relativo al delito de Abuso Sexual.
Los cambios legales redefinieron el delito, aumentaron las penas al ser un atentado contra la libertad y la seguridad sexual y protegiendo especialmente la integridad de las mujeres, las niñas, niños y adolescentes.
El dictamen, signado por las Comisiones Permanentes Unidas de Justicia y Puntos Constitucionales y Para la Igualdad de Género, deriva de las iniciativas con proyecto de decreto autoría de la diputada Dorheny García Cayetano y de las integrantes del Grupo Legislativo de Morena para actualizar el Código Penal y la Ley de Acceso de las Mujeres a una Vida Libre de Violencia
De acuerdo con el dictamen, ambos proyectos tienen como objeto principal el aumento de las penas en diversos delitos contra la libertad y la seguridad sexual y confluyen en la tutela de bienes jurídicos como la libertad y la seguridad sexual. La finalidad de las propuestas unificadas es reforzar integralmente el marco jurídico estatal para la protección efectiva de las víctimas de delitos sexuales, con un énfasis particular en las personas menores de edad.
Las comisiones integraron al dictamen la redefinición del delito de Abuso Sexual estableciendo que lo comete “quien sin el consentimiento de la víctima y sin el propósito de llegar a la cópula, realice en el ámbito público o privado, cualquier acto de naturaleza sexual, la obligue a observarlo, o la haga ejecutarlo sobre sí, para un tercero o para el propio sujeto activo”.
Además, a quien cometa este ilícito se le impondrá una sanción de cuatro a ocho años de prisión y multa de 250 a 550 veces el valor diario de la Unidad de Medida y Actualización (UMA) y se perseguirá de oficio.
También prevé las circunstancias por las cuales las penas señaladas aumentarán hasta en una tercera parte.
A lo anterior se añade que, como parte de la reparación del daño, el sujeto activo deberá cubrir los gastos relacionados con la atención psicológica para la víctima, hasta su total recuperación, sin perjuicio de las otras medidas establecidas en la Ley.
En cuanto al delito de acoso sexual, a quien lo cometa se le impondrá de un año y ocho meses a cuatro años de prisión y multa por el valor diario de hasta 500 UMAs.
Con esta actualización a su marco penal, Veracruz asume una política de mayor rigor ante estos ilícitos y se suma a las entidades federativas que han optado por marcos punitivos que excluyen la posibilidad de que los agresores accedan a salidas alternas preliberacionales.
En la etapa de posicionamientos por grupo legislativo y por partido político, todas las fuerzas políticas coincidieron en su respaldo a este proyecto y anticiparon su voto a favor.
Por el Grupo Legislativo de Morena, la diputada Astrid Sánchez Moguel aseguró que en Veracruz la violencia sexual no es ni será tolerada, ni minimizada ni un asunto privado. Con estas modificaciones, “disuadimos al agresor, protegemos a las víctimas con mayor eficacia, removemos y promovemos un cambio cultural profundo que arranque de raíz la misoginia y el machismo y alineamos a nuestro estado con los más altos estándares internacionales de derechos humanos”.
El diputado Carlos Marcelo Ruiz Sánchez, del Grupo Legislativo del Partido Verde Ecologista de México (PVEM), reconoció el trabajo de las comisiones dictaminadoras para actualizar y agravar las sanciones y manifestó que “con esta reforma damos un mensaje contundente del Estado mexicano a las mujeres, a las niñas y niños de Veracruz, les decimos que les creemos, que estamos de su lado y que todo el peso de la Ley caerá sobre quienes intenten robarles su paz, su dignidad y su libertad”.
En nombre del Grupo Legislativo del Partido Acción Nacional (PAN), la diputada Luz Alicia Delfín Rodríguez indicó que el consentimiento es el centro de la libertad sexual, por lo que “la carga de la vergüenza no es de la víctima, sino del agresor”. Al advertir que la violencia sexual no es un hecho aislado sino un problema persistente, precisó que en Veracruz durante 2025 fueron reportados más de tres mil delitos contra la libertad y la seguridad sexual y que esto se resuelve con leyes claras, instituciones coordinadas y presupuesto.
