Reprueba Congreso plan de desarrollo del alcalde de Yanga por deficiencias metodológicas

Yanga, Ver.- El alcalde priista Rafael Aguilar Martínez figura entre los 55 presidentes municipales de Veracruz cuyos Planes Municipales de Desarrollo fueron observados por el Congreso del Estado debido a deficiencias en su elaboración, un documento considerado la ruta que seguirá cada administración durante los próximos cuatro años.

De acuerdo con el análisis realizado por la Comisión Permanente de Desarrollo y Fortalecimiento Municipal, el Plan Municipal de Desarrollo de Yanga no cumplió con todos los criterios técnicos establecidos, por lo que deberá ser corregido para atender las observaciones formuladas por el Poder Legislativo.

Las observaciones estuvieron relacionadas principalmente con deficiencias metodológicas, omisiones en la integración de indicadores, consultas ciudadanas incompletas y fallas en la planeación financiera, aspectos considerados fundamentales para evaluar, medir y dar seguimiento a las acciones de gobierno.

El Plan Municipal de Desarrollo es el documento rector que define las obras, programas y políticas públicas que ejecutará un Ayuntamiento durante su periodo de gobierno, por lo que especialistas consideran indispensable que cuente con objetivos claros, mecanismos de evaluación y una adecuada planeación presupuestal.

Aunque el Congreso aprobó el plan presentado por el Ayuntamiento de Yanga, lo hizo con observaciones, por lo que la administración de Rafael Aguilar Martínez estará obligada a corregir las inconsistencias detectadas y solventarlas conforme a los plazos establecidos.

El caso de Yanga forma parte de un grupo de 55 municipios que no lograron acreditar plenamente los requisitos técnicos exigidos por el Congreso del Estado. En contraste, 156 ayuntamientos sí obtuvieron una aprobación sin observaciones al cumplir con los lineamientos metodológicos y legales.

Analizan condiciones de vida y trabajo de cortadores de caña y sus familias

Regional.- La Unión Nacional de Cañeros de la CNPR presentó los resultados del estudio “Condiciones de vida y trabajo de los cortadores de caña de azúcar y sus familias”, con el que busca conocer con mayor precisión la situación que enfrenta este sector durante las labores de cosecha.

El estudio fue presentado durante el Pleno Nacional de la organización, que preside el ingeniero Carlos Blackaller Ayala, quien señaló que la atención de los trabajadores del corte de caña debe ser una prioridad para los productores, debido a que representan una parte indispensable de la actividad azucarera.

El trabajo estuvo a cargo de MPK Consultores, despacho dirigido por el ingeniero Roberto Wilde Gallardo, especialista en temas sociales y laborales relacionados con el campo mexicano.

De acuerdo con la UNC, el estudio permitirá contar con información objetiva sobre las condiciones en que viven y trabajan los cortadores y sus familias, además de servir como base para plantear acciones encaminadas a mejorar su bienestar.

El sector cañero reconoce que los cortadores son una pieza fundamental durante la zafra, principalmente en las regiones donde todavía existe una importante participación de mano de obra para el corte de la caña.

Durante el Pleno Nacional también se revisan temas relacionados con la situación actual de la agroindustria, entre ellos los avances en la incorporación de trabajadores a la seguridad social mediante la Modalidad 30, los resultados de la zafra 2025-2026 y el comportamiento del mercado azucarero.

También se analiza la perspectiva del balance azucarero, el precio de referencia del azúcar base estándar para el pago de la caña y las proyecciones para el ciclo azucarero 2026-2027.

La presentación del estudio abre nuevamente la discusión sobre las condiciones laborales y sociales de quienes participan directamente en una de las etapas más pesadas de la producción de azúcar, un sector del que depende buena parte de la actividad económica en distintas regiones del país.

Yanga, Ver.- Más de 15 mil personas se prevé que lleguen a Yanga durante el AfroYanga Fest 2026, que se realizará del 13 al 16 de agosto, por lo que autoridades municipales y corporaciones de seguridad prepararon un operativo especial para vigilar la celebración y ordenar la circulación vehicular.

El presidente municipal Rafael Aguilar Martínez encabezó una reunión en la Sala de Cabildo para definir el Programa Operativo de Seguridad y Ordenamiento Vial, con motivo del festival que este año llega a su 50 aniversario.

En el dispositivo participarán elementos de Tránsito del Estado, Policía Estatal, C4, Policía Municipal y Protección Civil, quienes coordinarán acciones durante los cuatro días de actividades.

La estrategia contempla especial atención durante el desfile del AfroYanga Fest, debido a la concentración de habitantes y visitantes en las calles del municipio.

A las labores también se incorporarán elementos de la Secretaría de la Defensa Nacional (Sedena) y de la Secretaría de Marina (Semar), como respaldo a las tareas de seguridad durante el desfile y los eventos de mayor afluencia.

El operativo busca prevenir incidentes, mantener el orden vial y brindar atención ante posibles emergencias durante la celebración.

El AfroYanga Fest 2026 conmemora cinco décadas de esta festividad, que reúne actividades culturales y tradiciones vinculadas con la identidad afrodescendiente de Yanga.

Fortín intensifica acciones contra el dengue

Fortín, Ver.– Como parte de las acciones preventivas para reducir la presencia del mosquito transmisor del dengue, personal de Vectores realizó una jornada de abatización y descacharrización en el Panteón Municipal de Fortín.

Durante los trabajos fueron retirados alrededor de 500 kilogramos de botes, floreros y otros objetos capaces de acumular agua, con lo que se eliminaron posibles criaderos de larvas y se redujeron factores de riesgo para la población.

Las labores forman parte de las medidas impulsadas por el Ayuntamiento para reforzar la prevención de enfermedades transmitidas por vectores, principalmente durante la temporada de lluvias, cuando aumenta la posibilidad de reproducción del mosquito.

Autoridades municipales llamaron a la población a mantener la limpieza de patios y espacios exteriores, así como a aplicar las acciones de lavar, tapar, voltear y tirar recipientes que puedan almacenar agua.

Con estas jornadas, el municipio busca mantener bajo control los posibles focos de reproducción del mosquito y fortalecer las medidas de prevención sanitaria en beneficio de las familias fortinenses.
